112 is an emergency number. Depending upon your location, you will be routed to an emergency dispatch center. I believe it will be the one closest to the area code of your phone's number, however, it may be relative to whichever tower the phone accesses the emergency service. It is basically just like dialing 911. A phone with a GPS feature will turn it on and allow tracking the phone's general area by the emergency service. However, just like making a phone call, you must have battery life and signal for it to work.
They had to choose somehing, and 911 is:Easy to rememberEasy to dial by feel in smoke or darkness (including on a rotary dial phone)Quicker to dial on a rotary dial than 999 (traditional in UK) though not 112 (standard throughout Europe)Unlikely to be dialled by accident on a touch phone (common problem with 999)Unlikely to be dialled by accident during maintenance on a pulse dialing network (common problem with 112)
The main emergency number in Australia is 000; however, on a GSM mobile phone, you can also dial 112.

If you are in the US, Canada, Mexico or most any country that is not part of the European continent you can but nothing will happen. 112 is a emergency number for much of Europe. It can be dialed on any cell phone. the keypad could be locked, the cell phone is not activated with any provider and the call will go through any provider cell tower even if you do not subscribe to that company. In the US 911 works almost the same way, keypad locked, not activated etc. cell phones.
112 is the main emergency number in France.
I haven't managed all the nuances of this issue, but basically a CDMA connection is where a computer (laptop/desktop, IBM/Mac) can use a CDMA or GSM based cell phone to act as a modem, and dial an ISP for the end user. This connection requires a specialized data cable for the model of cell phone to be used (typically either a 9 pin serial to the PC or a USB cable to the PC - other end to cell phone). This capability is also referred to as tethering. Another requirement is that your cellular carrier must support *Data* connections. A standard data connection operates at a slow 19.2 to 38.400 baud connection, and the super high-speed connection is between 112 kbps to just under 256 kbps (realistically). If you have the data cable for your cell phone, a dial-up account with an ISP, the PST (phone support toolkit) for your cell phone
