I am interpreting the use of cultures meaning the atmosphere/environment of an organization. If an organization has a weak culture it's most likely caused by the attitudes of others as well as their quality of work/participation in the organization. Often apathy makes a weak culture for an organization as well as laziness, selfishness, and distrust. Pessimism also creates a weak culture and optimism strengthens an organization's culture.
