Well obviously he still loves his girlfriend, but is KINDA into you.
Now this may just another basic answer, but what it really means, according to me is that he is still very much in love with his girlfriend but he wants to 'explore more'. This may mean that he is getting tired of his girlfriend and wants more fun. More fun may be because he is sick of the old things he does with his girlfriend, like he needs something new.
He is looking at you because he is basically 'checking you out'. He wants to know more about you. Go ahead. If he has broken up with his girlfriend, then this may be your time to find a new boyfriend, which is if you don't already have one.
But do be careful, though. If he hasn't broken up with his girlfriend, don't let her catch you flirting with him, because a cat fight can definitely go wrong!
