I truly doubt that it's ink clogged pores, it's much more likely that you are having a reaction to whatever you are using on your new tattoo. Many tattooists recommend an antibiotic ointment, as do I, but some may not know that neosporin and triple antibiotic contain neomyacin, which some people are allergic to...Which can cause exactly the conditions you describe...Discontinue using the ointment you are using and switch to lubriderm, a white lanolin and cetyl alcohol based skin moisturizer...You should have no further problems...Hope this helps........

Might be heat rash - if you've been sweating or in hot conditions, this is a common area to get heat rash. Your description of the small bumps are consistant with heat rash.
