Generally it means there is some damage to your display, at the very least. There could also be corruption to your phone's software, which is resulting in the phone being stuck on the startup scree (with the Apple logo), and the "flower" is most likely the "spinning wheel" that indicates a process was ongoing, but got stopped or stuck somehow.
The best thing to do is to take the phone to your nearest Apple Store for a Genius Bar appointment or arrange to see an iPhone Apple Authorized Service Provider for assistance; you can also try restoring the device yourself using iTunes, but if there is permanent damage to the display's hardware, the line may not go away even if you do manage to get past the Apple logo.
