If you are getting vibes from a guy and he is actually shy, than he is probably too shy to let you know or make a move. Maybe you need to make a move first - a small one, to kick things off if there are vibes going on between you two. It could help break the ice for him and give him the confidence to be more forward. If it doesn't work out, you don't lose that much since it's a small move.
