Usually, it means that he subconsciously trying to gather information about you based on the little things you do, (for example, the way you look at other people, the way you laugh, the way you smile, what makes you smile.) He is hoping you will notice his gaze, and accordingly respond with words, or at least, he wants you to maintain a gaze with him. This way, he feels more confident about himself. This will definitely make you seem like a better person to him.
For all of the above: If you think this guy just wants you for your body, then it's up to you to decide what to do. If you know him to be a kind person with a good heart (you should be able to tell after a single conversation what kind of person he is), consider this the best thing to do: Tell or ask him something, but say his name first. Like, "Hey (name), do you know if..."
