What does it mean when a guy likes your profile picture twice like he likes it one day but the a few weeks later you get another notification that he liked the same one again?

It could mean 2 things.
Firstly, it could mean that he liked it, then suddenly had something against you and decided to dislike it for some reason, in his anger. But then in a couple of weeks he didn't worry about it anymore so he liked your picture once more.
The more probably thing is that, as everyone would first guess, he liked it with a hope that you will thank him personally for liking your picture, especially if he isn't a guy who likes your other pictures generally. And since you didn't thank him, he wanted to like it again to catch your attention. However, he spaced it out over a couple of weeks so as not to seem to obvious or to not irritate you in any way. Basically, he might just have a thing for you.
