He wants our relationship to be open. Ask him why he doesn't want to be in a serious relationship. If he says there was a problem in the relationship with how you were treating him, then he may want to keep an open relationship with you because he doesn't want to feel trapped but wants to keep seeing you. If says he just wants to keep things open, light and fun, that he just wants to have fun and meet different people, then probably he knows that you're not the one for him.
