If you are cute and popular, maybe he is intimidated. If you are not popular, maybe he likes you but is too embarrassed to admit to it. If you are eccentric and you stand out from the mainstream culture of your school, he could either be too intimidated or embarrassed to admit to liking you. Or maybe you're just fascinating to stare at.
If you are a guy (since I can't tell what gender you are) perhaps he's curious, closeted or freaked out by being asked out by another guy. One possibility, is that you're the one who's always looking at him, and he may be wondering why You keep staring at him. Way too many variables.
