What you will do is find yourself being disciplined for harassment of a girl, or for frightening the daylights out of her.
Most of the time, making direct eye contact with someone, particularly with someone you may not know very well, is something that people pull away from. It's a little embarrassing, and might be considered extremely aggressive. Sometimes, and rarely, people might find themselves mutually attracted to each other (notice the word MUTUALLY) and find themselves, well, looking at each other. Relentlessly staring at someone who doesn't seem to want to engage with you is an extremely rude and downright inappropriate thing to do.
