Well it appears that he is really trying not to hurt you too badly and does not know how to quite communicate the "why's" and "how comes" and "what really happened" type questions. Men are not usually as great communicators as women and often run at the first sign of conflict. Just sit back. Don't call him and if he does call, remain cordial. Don't ask a lot of questions and keep the lines of friendship open. If it's meant to be..it will be! Well, if "never" has been going on for over 4 weeks then that was probably his way of dumping you - or maybe he's just hoping that you'll relent in the conflict if he shows indifference. If there was no conflict, call and ask what the problem is. Give him a few days to figure it out.
