Certified means some expert has examined the bill and declared it is genuine and possibly assigned a "grade". Before giving a great deal of credibility to the certification, find out just who (or what company) certified it and if this certifier is closely associated with the seller. If you read the "guarantee" of even the most reputable firms there will be a statement that says something like "other competent parties may not agree".
