In response to the question. I believe that it means that the person in the picture that has a black ribbon has died. This answer is based on what they do in class yearbooks. If someone died before graduation, they would black border it, or, depending on the school, they would use a ribbon. To know for sure, you could ask the person who has the page that the picture is on.
