AT&T's 3G network is known as HSPA and their regular 4G network is known as HSPA+. Because the iPhone 4S supports HSPA+ but not LTE, it is a 4G phone, but not a 4G LTE (real 4G) phone. Luckily all this confusion is over now that the iPhone 5 supports LTE.
