What does this mean the saddest aspect in life right now is that science gathers knowledge faster than society gathers wisdom?

Wisdom is having the knowledge to use knowledge correctly. But when we discover and invent different things through science we usually use it to destroy rather than create or help. For example when nuclear fission was discovered it was first used to create nuclear weapons that kills people. The thought of making nuclear plants came years later.

Why the change in building nuclear power plants in the US now?

There seem to be three main strands to this: one that conventional energy sources are mainly in unsettled areas of the world and therefore possibly unsure in the future, two that nuclear power does not contribute to global warming, and three that many existing nuclear plants are quite old and will eventually have to be decommissioned, probably due to concerns about pressure vessel integrity, and therefore will need to be replaced by new plants unless more coal is to be used.

I suspect you mean countries with nuclear weapons. If so they are: Britain France China (PRC) USA Russia India Pakistan North Korea There is strong evidence that Israel has nuclear weapons. Google "The vela incident". There is also suspicion that Ukraine may have inherited some weapons when the USSR Black Sea fleet was marooned in Sevastopol at the breakup of the USSR.
