I suggest confronting him about it, and if he can come up with at least a not unreasonable excuse then you should give him a second chance. Pay attention and try to see if he is truly sorry about it. Take into account some other things:
1. Whoever started the rumor could have misinterpreted it.
2. If he is the one who told you himself, He is probably truly sorry about it and that's all the more reason to forgive him and give him another chance.
3. Guys are guys. They have their moments of weakness, Moreover, There could have been extenuating circumstances.
I agree with you, except that it doesn't matter if he's a guy. Cheating of any kind hurts men and women the EXACT same way so he shouldn't be allowed to hook up with people and she can't, just because he's a guy. That's not fair.
