Your general impression of the place is a good place to start. Past that, ask them if they have an autoclave. This is the machine that sterilizes needles, jewelry, equipment, etc. If they do not have one, chances are it's a pretty shady establishment. But having an autoclave does not a clean tattoo make. The place should not smell like anything but Bactine, ink, and surface cleaner. Surfaces should be uncluttered, dust-free, and smooth. I've said this in other posts, and I'll say it many more I'm sure: A tattoo is a wound. It should be treated like a wound. A tattoo parlor, then, should be as clean as a doctor's office.
