I don't think they have any particular meaning. They just look nice and wintery against the white snow. Blue and white are traditional 'winter' colors.

I think it means you where to late to the shops to get the red ones.

Not 100% sure on this one, but I have always heard it stood for a Jewish Home. Traditionally, blue and silver are the colors of Chanukah.

I have never seen any store run out of the "red ones".

OK I don't agree with any answers so far. Where I come (Louisiana) they DO have (or DID have) a particular meaning. It meant that that family had lost a son, father or brother in one or both World Wars. I believe it took off mainly after WW2 though and increased in the 50's once more and more people were able to decorate with electric lights.

Of course folks have been lighting their homes from previous centuries with candles, but we are talking "Modern" blue 20th century electric Christmas lights (string type). As far as I know they IN NO WAY represent that the family is Jewish.

On the other hand, perhaps they just LIKE BLUE!! LOL!
