As skimmer boxes in in ground pools are built in this is usually a very difficult and possibly expensive operation and may well require the attention of a pool builder or repairer. However if the cost proves to be prohibitive you can replace the skimmer box with a suction side floating pool skimmer. these plug into the suction via a pool hose and take the place of the skimmer box they can be left on a short hose or a long one and be positioned or left to float freely in the pool. they are in fact a far better skimmer then the existing static skimmer box.
You can cut a new piece of metal to size, with the appropriately-sized hole for the skimmer, and replace the rusted metal with the new piece.
This happens when the Jandy-valve is set to pull too much suction from the skimmer. The pump will also sound like it's choking because it's not getting enough water from just the vacuum. Try turning the valve to pull a little suction from the main drain as well.
The main thing a bottom drain does in a swimming pool is help the pool water circulate better and more evenly stabilize the water temperature. Without a bottom drain, the skimmer is the only place water gets out of the pool to the filter system. If the return jets are aimed toward the surface intending to sirculate the floating debris toward the skimmer, as most home-owners aim them, the water near the surface circulates around the pool but the cooler water pretty much stays near the bottom of the deep end. With the filter pulling some water in from the bottom drain, the cool water being removed from the bottom will cause the cooler water to be replaced with some of the warmer surface water causing the water in most of the pool to be pretty close to the same temperature. Also, if there is debris causing cloudiness in the water, if you add clarifier, the clouding matter in the water will settle to the bottom of the pool. With a bottom drain, some of that cloudy debris might be able to be trapped by the filter to help clear the water. But that's no guarantee since often what's making the water appear cloudy will be too fine for the filter to be able to trap so trying to run with water flowing through the bottom drain can sometimes result in cloudy water flowing back into the pool through the returns causing the water to look even worse. In which case, best bet is some drop out followed by leaving system turned off for 12 - 24 hours, then vacuum to waste to pump all the cloudy crud out of the pool through the waste line.
In my pool the jets all face to the right. As I see, this works well. It keeps the water flow or movement circleing the pool and moves all debris towards the skimmer and bottom drain.

The vacuum on a pool connects into the vacuum plate that fits over the skimmer basket on the side of the pool. My vaccum attaches in the bottom of the skimmer UNDER the basket. Different types of skimmers.
Drain the pool until the water level reaches two inches below the skimmer faceplate , remove the face plate using a screwdriver , remove the faceplate and skimmer , then replace the gasket and attach the skimmer and then the faceplate
The direction of the pool circulation: within the pool; water should circulate in a counter clockwise direction. Starting at the skimmer, water travels from the skimmer to the pump (the pump is what makes everything work like the heater etc, from the pump to the filter, thru the heater, thru a chlorinator if you have one , back to the pool.
NO the leak is in the entrance to the skimmer, a grout line was broken when I had the pool replastered and the vibrations from the jackhammers did it. The plaster co. will not take responsibility for this. You have to actually determine that the skimmer is in fact leaking. Repair kits are available on the market just for this situation. However, the leak has to be at the very bottom or near bottom of the skimmer. Have you had a pressure test on the system?
You should have two valves: one for the skimmers and another for the bottom drain. Close the valve to the bottom drain. One of your skimmers should have a rotating disc which will cover the intake at the bottom of the skimmer intake hole. Rotate the disc. In this manner all the suction from the pool pump will be at the one remaining skimmer. Attach your cleaning hose to this remaining skimmer while vacuuming the pool.
I believe that they need to be at least below the bottom of the skimmer so that, if the waterline were to drop below the bottom of the skimmer, the returns would not run dry. In my pool they are about 15-18" below the usual water level.

Depends on your setup. Do you have a working bottom drain and a side skimmer basket? I only have the side skimmer basket, so once the level goes below the skimmer the pump will run dry. I have to attach a vacuum line to my skimmer basket so that the vacuum head sits at the bottom of the pool then I can backwash as much water out as I want. You should note that I have read draining all the water from an inground pool will damage the pool as the walls and liner rely on the water pressure to keep shape.
