One has 5 needles whereas the other has 7. 5 Round Liners are the most common lining needle since they make a nice clean line without being too bold. So, the more bold you want the outer outline to be would run in accordance to the overall number of needles in the cluster. Line value is extremely important in tattoos that have a better sense of depth and intricacy, and it is for this reason that a lot of artists will sometimes set up several different machines with different sized lining needles to get a better overall image that pops.
Until you have the skill to use a liner for coloring I would suggest you keep to the shader for coloring, you can dig holes in your client with a liner and that would not be a good idea. When using a shader for coloring use small circles to fill in the areas you want to color, ensure you have good skin tension and don't rush.

If you were to be doing a portrait which would have fairly blurry lines without really sharp depth, then perhaps. But in most instances, this would not be the ideal needle choice for the job. You would want to use a needle suited specifically for outlining where the needles are concentrated in such a way that they come together to produce a nice clean line as opposed to the circular configuration of a Round Shader which is made so to give you the nice rounded appearance when grouped up appropriately for something that requires blending and nice solid work in small areas. So in a way, yes you can. The smaller the Round grouping the better though, as having anything above say a 10RS would be a bit too big to manage easily.
