There were several Fugitive Slave laws enacted. The ideas behind all of them was that a slave's escape to a Free State didn't grant him freedom. The laws required citizens to return slaves to their masters and even tried to fine people who aided slaves in their attempts to escape.

The Fugitive Slave Law required the return of escaped slaves to their owners, regardless of whether they were in a free state or territory. It also made it a crime to assist or harbor runaway slaves.
