There are no magazines that rate ringback tones, but there are magazines that advertise ringback tones. One of the first magazines to advertise ringback tones was the Economist magazine in August of 2001.

One may purchase Verizon "ringback tones" directly through the Verizon web store. The tones purchased are valid only for the handset from which they were purchased.

Upon extensive research to find if Alltel Wireless offers free ringback tones it has been found that they are not free. According to the company website there is a monthly subscription fee that will appear on one's monthly bill.
The ringback tone is created by the distant switch and transmitted in-band. Customised tones or music may be generated by the distant switch in place of the default tone.
I have not found one that doesn't involved paying Verizon a recurring monthly fee.
