Yes, you can! MapleStory is open to everyone, always. There are test servers (I'm talking about Tespia), but those are closed and invitation-only. You can always play the actual game for free.

Always be a gentleman, be polite but don't encourage them. You don't need to spend a lot of time talking to them but it will be good practice for you to be courteous to everyone. It doesn't hurt anyone and who knows what the future will brint. Perhaps one of those girls who likes you now will end up marrying some rich businessman who will help your career later. People always remember those who were cruel to them.

No, not everyone has health care insurance and those who do have to pay for their insurance. However you will always be treated if you go to the emergency room, except it'll cost you a bundle.
