In the US, to purchase a rifle or shotgun from a dealer, in addition to any state laws that may apply- you must have ID with your home address, and meet the requirements set in Federal law. Those are: at least age 18, not a fugitive from justice. Not convicted of a felony, or under indictment. Cannot have been adjudged to be mentally incompetent. Not an illegal alien, not an unlawful user of controlled drugs, not have renounced US citizenship. Cannot have been convicted of a crime of domestic violence. You will need to pass a background check with law enforcement, and have the money to pay for the gun. Some states have a waiting period before you can pick up the gun.
