Now, in answer to your actual question, a neck tattoo can mean different things. Sometimes, it's just that; a neck tattoo that bears personal significance to the wearer. Some gangs use them as a symbol of their involvement, but the tattoo itself is very specific in design when that is the case. I think you definitely need a certain character or attitude when getting one, and need to understand that it will almost always be visible, and you should expect people to ask about it. If you don't like that, find a different place to put a tattoo.
