Unruly behavior is, at its basic form, behavior that doesn't mirror or match that of other people in the vicinity. Running around in an airport, crawling around under a table in a restaurant, running out of a door of a restaurant while your parents are outside, kicking and screaming in a grocery cart, talking loudly during a speech or concert and, finally, having your cell phone ring and answering it in a restaurant, theater or work.
