Cannabis is a drug and it is illegal. There are many reasons why it is illegal the most direct being it is VERY bad for an individual in term of health reasons and it is addictive (VERY). If you have a lot of cannabis in your community, your government either supports it (corruption) or is too weak to fight it (corruption).

Cannabis is a drug that comes from a natural plant. Most of the harm from cannabis comes from it being illegal, and the rest because it is generally smoked unfiltered or is adulterated. If marijuana was legal, the manufacturing process could be monitored, and other drugs would not be added to it. People kill over it because it is illegal, not so much because the plant is harmful. It can actually help some individuals, particularly if they have certain medical problems. Cannabis, if it were legal, would be a lot cheaper than other medications. So health care costs could decrease.
From time to time, legalization experiments are tried and announced as failures. They fail because drugs are only allowed within very narrow areas, and people go hog wild. The drugs were banned and suddenly allowed, and perhaps for a limited time, and everyone who wants to use does, including many who don't live there. Then they run into problems related to inexperienced drug users and crowd control. When there are large crowds, there is usually crime such as pick pocketing and robberies, though more heinous criminals may be drawn too (kidnapping and sexual assault). But none of that is related to the drugs themselves. For the effects on society to be seen accurately, it would require a larger demographic. Limited legalization of anything increases crime problems in neighboring areas.

Initially it eases the symptoms of anxiety and relaxes an individual, however it is frequently the case towards the end of a cannabis induced episode and after prolonged use of cannabis that an individual can develop paranoia or become paranoid which is a form of anxiety.
