There are a number of companies that offer voice mail as part of their phone package. This is probably the closest you will get to having the voice mail for free.
I have Lycamobile and my friends kept telling me to deactivate the annoying voicemail. It's 10p/m listen to your messages, and there is a lengthy introduction to every single message which lasts over a minute. You just have to call them on 322, free of charge, select 5 (Other enquiries), and tell them to deactivate your voicemail, and it's immediately deactivated. Hope this helps, Martin

A mobile number that goes directly to voice mail could easily be disconnected. In the case of nonpayment, an interrupt message is received. When a number of rings are heard before the voice mail message, then the number is working.
Well voice mail can be used as an answering machine plus voice mail nowadays is used mostly for voice messaging. Mobile phones generally have voicemail as a standard network feature. The most modern implementations of voicemail support fax delivery to personal voice mailboxes and retrieval via printers, are integrated into e-mail systems for shared directories and shared message storage (also called Unified Messaging), and use touch tone voice user interfaces (VUI), speech technologies, and/or visual, screen-based graphical user interfaces (GUI) user interfaces.
