Failure to report for duty is a violation of the UCMJ. It puts a burden on the other members of the organization, be it military or civilian. If you have agreed to preform a certain "duty" and you fail to report to do it, you will cause other problems, either for yourself or someone else. Sometimes the repercussions are deadly.
