Some do, but not all. The Oxfam shop where I volunteer is open 11am-3pm on Sundays and Bank Holidays, and I always work both. If they normally open on a Sunday, there is more chance they'll be open on a BH. However some open BH but not Sundays, so best to check with them.

Often charity shops are run by churches and since Sunday is a big church day I doubt very few are open.
