As someone who works with international paper and ID's I would be very wary of any Identification from the Democratic Republic of the Congo. Anything from a passport down is likely to be a forgery and therefore counterfeit.
DRC: Has a very old papercard. The voterscard of 2004 is now be used as ID card. Has not any security feature for counterfeiting.
