They are not the same. The M4A1 was first issued to U.S troops in 1997. It is more reliable than the M4 and has a fully automatic fire capability.

The TRUE M4 carbine is a select fire weapon, and is not available for sale to private persons. The M-16 is also select fire, but some were registered with the BATF prior to the May 1986 cutoff date, and CAN be transferred. The M4 was made AFTER the cutoff date for a private citizen to register one.
The M4 is a military rifle capable of semi automatic or 3 shot automatic fire. It is used where a lighter shorter rifle is useful.
m4 <><><> You would have to define better. The M4 has a greater range, the AK a heavier bullet, the M4 a faster bullet, you can carry more ammo for an M4, the AK needs less maintenance, the M4 has a higher rate of fire- and so on.
No one will give you an M4 rifle/carbine for free.
