I work at AT&T. Just had a customer come in with the same problem. There's a software issue. You can go to LG's website to try to wipe out your software & replace it or contact the warranty dept. Redoing the software yourself is very tricky & I wouldn't try it unless you're sure you know what youre doing.

check your battery. this happened to me. my battery was kind of tilted down on the site with the gold contacts. believe it or not, i split a toothpick (about half an inch long) and wedged it in between the lower left edge of the battery and the phone itself in order to push it up into the contacts. boom. works great now. no more emergency download screen. no more insert sim card screen. no more glitches.

I had the same issue with LG VU C920 model (it happened after phone dropped in a puddle). To fix - take the battery out. Connect the charger or USB cord but don't turn the phone on using power on/phone button; instead turn it on using "down" volume button. This should turn the phone on taking you to ATT screen. It may ask you to redo touch calibration/start up settings etc. Now insert the battery. If battery is charged then you are good else let it charge fully. Disconnect the usb cord. In my situation, turning phone off brings me back to "Emergency download" mode. One option is to NOT turn off the phone and keep it charged regularly else in case phone gets turned off, repeat the above steps. .
