If someone has said 'I love you' to you, and you're not sure exactly what they meant, it's ok to ask them, especially if you're friends.
I would recommend broaching the subject light-heartedly, because if you seem angry or sad it may discourage them from discussing their feelings with you, especially if it is the first time they have said it, or your relationship has recently developed into something new.
