Assuming you mean an American 1-cent coin, I'd vote for a 1793 "chain" cent with the word AMERICA abbreviated as "AMERI." on the back. It's considered to be one of the rarest U.S. cents; in AU condition some recent sales have neared $650,000.

The 1933 British penny. Only a few were made as test pieces (due to problems caused by the large portrait on the front,) and there were already enough coins in circulation. Three of the 1933 pennies were known to have been placed under foundation stones of buildings. One is a building belonging to The University of London in Bloomsbury, two others were under churches in the Ripon diocese in Yorkshire. In September 1970, the Church of St. Cross at Middleton near Leeds was damaged by thieves who managed to remove and steal the 1933 penny buried under its cornerstone. As a precaution, the other church removed its coin, and sold it by auction at Sotheby's on the 24th November 1972. 1954 pennies are also rare only one has come on the market.
