A woman is either fertile or not - there is no 'most fertile'.
During the average 28 day cycle a woman will be fertile between days 7-16. Ovulation typically occurs on day 14 and there is a viable egg for up to 48 hours. Around a week before ovulation there is also fertile quality cervical mucus which helps protect sperm from the acidic pH of the vagina and help it reach the egg, with the presence of this mucus sperm may survive in the vagina for up to 7 days.
Note: Unless a woman uses a method such as Fertility Awareness Method to track her fertility on a daily basis she cannot know for sure when she is fertile or not. Guessing fertile days based on the average menstrual cycle is known as Rhythm Method and not reliable as either Birth Control or in trying to conceive.
