The cheapest is a tattoo shop on Hwy 138 behind Ruby Tuesdays, there's a big sign that says TATTOO. I think they are called Copper Lotus Tattoos. They are very friendly. I got my nose pierced twice, and my belly button and watched my friend get her tongue pierced there.
