PHRASE is an expression (can be a single word, but usually more) which contains a single thought but is not necessarily a complete sentence. Words make up phrases; phrases make up sentences. By some definitions, a phrase cannot contain a verb.
For example, in the sentence "The cat sleeps on the sofa", the word "on" is a preposition, introducing the prepositional phrase "on the sofa".
A SENTENCE FRAGMENT fails to be a sentence in the sense that it cannot stand by itself. It does not contain even one independent clause.
