If you typed this question into a real search angine I'm sure there would not only be online voice morphers, but downloadable ones too. If you've already done this and have ome to no avail, you'll have to go out and buy either software or hardware that has this function.
If you're lucky enough to own a Ps3 or an Xbox360 and a microphone device, as part of the security measures on them, there are voice hanging options on them. Or alternatively this can be done on many answerphones.
If you are a conventional and old-school person, use a toilet paper tube with different sized pieces of paper, I don't exatly know why, but it works :P
don't ask...
No.There are voice changers online free but you have to download it either on your computer or phone.

The reason why a character says something before morphing into a Ranger is because usually their Morpher is voice activated. Zordon told the Rangers in the very first episode of the series, the episode which was titled "Day of the Dumpster" that they had to raise their Morpher up to the sky and shout out the name of their respective Dinosaur in order to morph. Power Rangers RPM is another instance of a team needing to yell out a voice-activated call.
