Marijuana is not decriminalized anywhere in the US. Some states allow it for medicinal purposes. Maryland is not one of those states. Delaware which borders Maryland just passed legislation legalizing it for medicinal purposes.
Parts of California, New Hampshire and its decriminalized in Colorado.
Do you live in the US? Then yes. However several states have decriminalized marijuana. Several others allow it with a prescription from a doctor. Regardless, on a federal level it is very much illegal.
Currently (September 2016) marijuana is illegal under US federal law, and it doesn't seem likely that changes to that law are imminent. So, at least in the US, it is NOT legal. Federal law trumps state law. (Federal agencies may choose not to aggressively enforce the law, especially in states where marijuana has been decriminalized, but that's a separate issue.)

In California, for example, the state permits the "medicinal" use of marijuana, but federal laws against its possession and use still apply.The same situation may be true of other countries as well.Also, at least in the US, the decriminalization may be (and in fact is in all cases I'm aware of) conditional: for example, a prescription is usually required; you can't just smoke up because you want to.
