well truthfully i said i love you to my boyfriend first, so i would say no. by saying i love you to someone you are expressing your feelings for them. so does it matter weather the girl or the boy says it? no, as long as you both feel it, than nothing really needs to be said. Dont think that since he hasn't said it first that he doesn't love you, it just means that he's scared that you won't say it back or he's shy.
