Yeah you can because i went to prison and we made all of our tatts using a bottlecap, pen ink, and pencil led. First you need to take out all of the led from a pencil and crush it till its like dust then put it in the bottle cap. Then you take out like 10 drops of pen ink into the cap then put a quart size of any toothpaste in the cap but white plain one is best. Then mix it all till its black and its liquidy and then get a needle, a paper clip or a staple but make sure their sharp as a needle so it goes under your skin. Then start poking the ink on your skin and depending on how big you want its gonna last a long time but it stays there and be washing it out so you know if its staying on your skin.
