It depends on where you are asking. You can ask for discounts in many situations, but not all. To list them all is impossible, but typical places to not ask for discounts are stores that have set sale prices, and have no management on duty to approve and special discounts, or sales.

If you can find a manage, and you have good justification to ask for a mark down, or discount, go for it. One situation that would justify asking, is when you see a distressed, or otherwise new product that does not appear as new, and you think it should be sold as a mark down. many managers welcome the chance to sell merchandise that would be normally not sold as new. This is because they will ask managers to go through their department and mark down anything that needs to go, but that does not happen often.

flee markets are notorious for haggling by shoppers. Some will work with you, but only if you keep it reasonable, and others won't even answer your request.

The typical discounts can come when buying in bulk, and that can be form anyone, or anywhere. You need to be sure you are talking to the one in charge, or the owner to get the best response.

Your question might not seam like much, but it is a very broad question that has so many answers it is too much to type out every situation where you might get a discount just by asking the right person in the right way.
