It would probably be okay. It depends on a few things. Are you comfortable around each other? Do you flirt with him a lot? Do you know or at least think he's interested in you? If you answered yes to at least one of these, then it should be fine. Try to feel things out a little bit first. Try to figure out how comfortable he is with subtler contact first. Things like sitting close to him, or touching his hand/arm, (not without some reason though.) Maybe even a playful hit for something he says. If he responds well to physical contact, then go for it. If he shys away a lot from those things, it might not be a great idea.

It depends on the situation. If you want to emphasize that a person should not be worrying about something, "Do not worry about it" is better. If someone at work says thanks, or apologizes for something small, like calling instead of emailing you (as previously agreed), then "No worries" is more appropriate.
