No. It is 100% legal to ship cigarettes from one State to another.

It is, however, 100% *illegal* to not pay the tobacco taxes imposed by Alaska when you receive them.

The reason that cigs are so much more expensive in Alaska is that Alaska imposes a higher tobacco tax. When you bring tobacco into Alaska from out of State, you have to pay the Alaska taxes.
