It's perfectly legal to have any smoking devices (including hookahs) in your house. However not legal to smoke any illegal substances out of them. As long as your keeping it for the intention to smoke seisha (hookah tobacco) out of it, you have no reason to keep it from anyone including the police.
As long as it is legal for you to smoke the hookah in the first place, and the local laws don't specifically state that you cannot smoke in public, then no it would not be illegal. However it does draw a lot of attention, and its not uncommon for the local police to stop by and ask if what you are smoking is tobacco.
