In MOST US States, a private citizen that is at least 18 years old, and has LOTS of money may legally purchase a rifle in caliber .50 BMG. A few states, California among them, have outlawed private ownership of these very large rifles. With a GOOD scope, expect to pay $5000-$7000 for one.

You will have to define the term "Sniper rifle". It could mean anything. The only TRUE sniper rifle is a rifle issued to a sniper. They are simply rifles that are capable of long range accurate shooting. The rifles used by US military snipers during the Vietnam was were simply civilian hunting rifles with decent telescopes.

Only if you have the relevant BRITISH license. =]
Whether it is illegal to own an M90 rifle depends on where one lives. Most nations limit or prohibit such rifles. However, they are legal in most of the United States.
