It depends on what you mean by bad. After a female plant grows seeds, the unseeded parts are still completely usable. So are the seeded parts, for that matter--you'll just have to take the time to pick out the seeds. The essential oils on the plant are unaffected by the presence of seeds ( in other words, the buds are still completely smokable, it's just a pain to have to pick out the seeds first. Of course, if you are grinding your buds to increase the surface area and get the most out of your smoke, the seeds will separate easily anyway).
It is true, though, that if a female plant is completely seeded it will stop bud production earlier than its unseeded counterparts and as a result will produce lower amounts of the desirable essential oils.
