In general, no - felt is a coarse fabric, not plastic, metal, glass or paper that is more traditionally recyclable.

However, if the felt is wool or hair fiber, it is biodegradable and can be composted if it hasn't been dyed with synthetic dyes. However, if it is made out of polyester, there's not much reuse you can do with it.
